The California Legislature and Social Media (Part I)

This past week I was invited to speak at a conference on new media to staffers for the California state legislature, both Senate and Assembly. This was a very cool opportunity and when I was asked to speak, I immediately began thinking of all the best practices points I would go over. Only after I accepted did I learn the dark secret of both chambers of the CA legislature: staffers are forbidden from using social media.

And I don’t mean updating their own personal facebook pages. They are forbidden from updating their bosses facebook accounts or tweeting on their bosses behalf. And this is not just some obscure proceedural rule. The problem largely stems from the Political Reform Act of 1974, which means that it is probably a FELONY for a staffer to use government resources or government time to use social media. For the few staffs that have braved the social media waters (Senate, Assembly), it seems one workaround is to update from personal computers after work – not an ideal situation.

In the state that Silicon Valley calls home along with nearly every social media company HQ, their legislature cannot even use the products they produce. (Senators and Assemblymen are free to use social media themselves, the rules only apply to staff.)

The California government as a whole is not social media adverse. Governor Jerry Brown as well as hundreds of state agencies, sub agencies and government programs use facebook, twitter, youtube and more. The problem resides solely with the legislature.

Once I learned this, I started calling around to other states to see what policies or rules their legislatures had. I have not yet reached out to all 99 (points if you know why 99 and not 100), but what I’ve found so far is that California has the most restrictive rules regarding staff use of new technologies than any other.

Happy Birthday! GovSM.com turns 1

Wow, it’s been exactly one year since Ben Smith at Politico was kind enough to write a blog post about my website on his blog at Poltico. Clearly this has been a year full of social media firsts in politics, and I still disagree with Ben’s statement that “it’s not clear that many of these members or their staffs update their online identities all that often.” Now, close to 90% of the 535 members of Congress use some form of social media, and most of that number update their profiles (debating “often” is the subject for another post).

When I started out last spring learning to write and format the tables that would be at the heart of my website, I could only dream for the positive feedback I have received in the past year. When the site launched, all it had was a House page and Senate page, and no 3rd party influence scores. Now I have pages for Federal agencies, Governors, 2012 Presidential campaigns and four separate influence scores.

Just yesterday President Obama and the White House social media team announced that they will be using foursquare. How far we have come. Every GOP candidate currently uses Facebook and Twitter, most use YouTube and Flickr – the power and usefulness of these tools cannot be denied anymore.

Govsm.com and this blog have allowed me to meet some very cool people doing awesome things, both in politics and in social media, and occasionally, I get to talk to some of the very cool people working in this niche intersection. Through this site I’ve met social media company staff, think tanks, gov employees, elected official staff – I’ve even had the great privelege to interview a Congressman or two.

Networking one connection to the next I was offered the amazing opportunity to write a weekly blog post for the Washington Post for close to two months. While the particular venue I was writing for had to close, my website’s reach had grown exponentially, something I’ll never be able to properly thank my editors at the Post for. (Thanks Natalie!)

My Washington Post blog was seen by a producer at Sirius/XM radio, so the next thing I know I am being interviewed live on air in front of thousands of listeners – something I never, ever could have imagined when I started this site last year. And it’s one thing to write an article that will be reviewed and edited before posting, it’s quite another to answer questions live. Thankfully I did not sound like a complete idiot, and they were kind enough to have me back a second time.

Right now I’m at a crossroads. I work on the site a few hours a day if I can, but I am quickly reaching the upper limits of what I can to technically to improve the site. Of course there will never be enough time to enter all the data myself – one of the reasons I made the site a wiki in the first place.

Right now I am looking for a way to fund improvements to my site, especially a database engineer. If you enjoy the content of this site and can help contribute, either with knowhow or funds, please contact me.

Social Media Slacking after Weinergate

Note: There’s some uncertainty to the future of the Beltwiki blog that I was writing at. For now I will post my back here on my blog. This was written for this past Monday.

It was a pretty slow week for social media news on the Hill ever since Rep. Anthony Weiner’s nightmarish press conference. This is completely understandable. It’s like when you see someone get pulled over for speeding on the highway. You always drive a bit slower for a while, even if you weren’t speeding to begin with. Consciously or unconsciously, no one wants to make any social media news right now. Tweetcongress reported that social media usage by members of Congress was down about 28 percent in the this past week, as compared to the week before. In the wake of the Weiner scandal, The Huffington Post published an article about Washington’s “fake Twitterati.” Parody or spoof accounts of other people have been around Twitter nearly since its inception, but recent addition to the DC culture actually make for some good reading. There are old favorites like @fakesarahpalin and @mayoremanuel (whose creator has a book coming out this fall). Some newcomers are parody anonymous Capitol Hill staffers satirizing Beltway insiders’ habits, such as @hillstaffer and @dcskintern. Their anonymity makes it difficult to determine if they are actually Hill staffers. We need some verification, maybe from another Congressman, that they are in fact staffers.

Then there is the entire faux staff and President(s) from the hit show West Wing – almost every character from the seven-season run has its own parody Twitter account, and the writers take it relatively seriously. But there’s also a lot of commentary on current political events from the eyes of those characters – a very interesting literary/political angle that Twitter provides. The series’ main character, President Barlet, has 17,000 followers, more than all but a handful of actual congressional offices – and he uses his bully pulpit. Just this past Sunday, on and off again fictional couple Charlie Young and Zoey Bartlet got married, and all the old familiar characters West Wing fans know and loved “attended” the wedding and tweeted about it, with it’s very own hashtag #BartletYoung2011.

As I mentioned last week, the White House asked its social media followers to fill out a survey on White House social media use. The White House has released some of the results. The Facebook audience is older than the Twitter one, and the Twitter audience is much more likely to use Facebook than vice-versa. The majority of followers think the content is just right or not enough, and less than 5 percent think there is too much content. The most-requested content is breaking news, followed by interactive posts – “ways to engage with Administration officials, announcement of live streams, quotes from major speeches as they happen” and the Photo of the Day.  Hill offices could easily apply the White House numbers to their own digital media strategies.

Jeffrey Levy had another excellent blog post last week. Levy, the EPA’s director of web communications, wrote about federal agencies getting a start in social media. He found that while the EPA’s interactive Twitter account gained 30,000 followers in 16 months, their automated news RSS Twitter account grew by 10,000.  Interactive is better, but there are still plenty of users who just want news. “There are plenty of people who are perfectly happy just receiving information from government agencies in the online places they already frequent. Not everyone is looking for more. If you can’t find the resources to go gold, at least try tin and see what happens.”

The Obama administration is funding startup internet “detours” to help insurgents and rebels get around censors in the Middle East. Of course, one of the main points of this technology is to allow inhabitants of the internet stricken areas to have access to social media.

Rep. Gabrielle Giffords office used Facebook to release the first official pictures of the Congresswoman since she was shot in January. We wish her a continued speedy recovery.

Speaker John Boehner tweeted his choice for a golf partners his golf partner when he hits the links the President Obama and Vice President Biden next Saturday. Their fourth will be Ohio Gov. John Kasich (R). He also created a new hashtag,  for  the event: #nomulligans has gained traction.

Because @maoyremanuel is a parody account, the real Mayor Emanuel had to find a different handle to use. His office settled on @ChicagosMayor.

The White House made quite a bit of social-media news this week. First was the Time article that described how White House senior adviser David Plouffe used Twitter to gauge public reaction in real time when the president announced that Navy SEALs had killed Osama bin Laden.

The money quote: “Remember back in 2008, you’d have the presidential debate, and then most of the networks would have some sort of dial going up and down. That seems very Jurassic Park–like compared to this.”
